Job Summary

Under the direction of the Laboratory Medical Director, Directs and coordinates the administrative operation of laboratories at multiple facilities. Directs activities of workers engaged in performing chemical, microscopic, and bacteriologic tests to obtain data for use in diagnosis and treatment of diseases. Maintains policies and procedures, ensures quality control practices are followed, manages and supervises technical and clerical staff, administers department budget, and maintains effective interdepartmental and physician relations. Executes work assignment and additional tasks as directed by Support Center functional lead.

Essential Functions

  • Directs and coordinates functions and activities of one or more Laboratory Departments. To include all applicable departments with Laboratory equipment (i.e., Respiratory, Nursing, POC). 
  • Perform on site oversight functions as needed or at regular intervals determined by leadership. 
  • Purchases or directs purchase of laboratory equipment and supplies. 
  • Monitors Laboratory budgets, revenue, capital and operational expenses, sufficient staffing and any other plans for allocation of fiscal or other resources relating to the scope of services provided. 
  • Assigns staff to duties and oversees performance of tests. 
  • Reviews test results to ensure quality control adherence and accuracy. 
  • Completes laboratory testing/system training and maintains competency as applicable for areas of oversight. 
  • Coordinates and conducts education and training programs for medical technology students and personnel. 
  • Supervises the work of laboratory personnel engaged in performing routine and specialized technical procedures, including planning laboratory work, evaluating work performed and handling procedural and technical laboratory problems. 
  • Develops and implements quality control programs to ensure reliability of testing procedures, proper function of laboratory equipment and compliance with federal regulations; prepare and maintain applicable records. 
  • Establishes and maintains instrument maintenance procedures; assists in instrument troubleshooting. 
  • Prepares technical reports reflecting volume of work, procedures utilized and test results; coordinates the preparation of reports and analyses setting forth progress, adverse trends and appropriate recommendations or conclusions. 
  • Selection of the test methodology that is appropriate for the clinical use of the test results. 
  • Verification of the test procedures performed and establishment of the laboratory's test performance characteristics, including the precision and accuracy of each test and test system. 
  • Establishing a quality control program appropriate for the testing performed and establishing the parameters for acceptable levels of analytic performance and ensuring that these levels are maintained throughout the entire testing process from the initial receipt of the specimen, through sample analysis and reporting of test results. 
  • Resolving technical problems and ensuring that remedial actions are taken whenever test systems deviate from the laboratory's established performance specifications. 
  • Ensures that patient test results are not reported until all corrective actions have been taken and the test system is functioning properly. 
  • Establishing a Performance Improvement program to monitor data related to organizational processes and outcomes of laboratory testing. 
  • Identifying training needs and assuring that each individual performing tests receives regular in-service training and education appropriate for the type and complexity of the laboratory services performed. 
  • Evaluating the competency of all testing personnel and assuring that the staff maintain their competency to perform test procedures and report test results promptly, accurately and proficiently. 
  • Ensures enrollment and participation in an HHS approved proficiency testing program commensurate with the services offered. 
  • Assures that all laboratory services are operated within strict State and Federal requirements and standards. 
  • Assures that all laboratory services are operated within accreditation body requirements and standards (i.e., Joint Commission). 
  • Participates in all accreditation surveys (i.e., Joint Commission). 
  • Must be accessible to testing personnel at all times that testing is performed to provide on-site, telephone or electronic consultation to resolve technical problems in accordance with policies and procedures. 
  • Responsible for monitoring test analyses and specimen examinations to ensure that acceptable levels of analytic performance are maintained. 
  • Conducts job responsibilities in accordance with the standards set out in the Company's Code of Business Conduct, its policies and procedures, the Corporate Compliance Agreement, applicable federal and state laws, and applicable professional standards. 
  • Promotes adherence to the Company's Code of Business Conduct and the Corporate Compliance Agreement by monitoring employee performance and identifying and responding to compliance issues.

    Knowledge/Skills/Abilities/Expectations:
  • Exceptional, effective interpersonal skills to work with all levels of staff. Good administrative, 
    communication and organizational skills. 
  • Considerable knowledge of the theory and application of laboratory methods, current laboratory facilities, methods, equipment, instrumentation, materials and ability to perform standardized biological, chemical and microbiological examinations independently. 
  • Working knowledge of TJC, CLIA, OSHA and state requirements. 
  • Considerable knowledge of management and administrative functions, laboratory operational systems, and professional and accreditation standards. 
  • Ability to establish, manage, and evaluate the operation of a complex laboratory in a teaching, research, clinical, service or regulatory area. 
  • Ability to direct and coordinate the efforts of laboratory personnel; to establish and maintain effective working relationships with administrators, clinicians, faculty, and students; to develop, evaluate and administer laboratory objectives, policies and procedures. 
  • Ability to maintain confidentiality of all patients and/or employee information to assure patient and/or employee rights are protected. 
  • Good knowledge of computers and applications for laboratory use. 
  • Considerable knowledge of public health laboratory laws and regulations 
  • Must read, write and speak fluent English. 
  • Must have good and regular attendance. 
  • Approximate percent of time required to travel: 
  • Performs other related duties as assigned.

Qualifications

Education:

  • Bachelor's degree in a chemical, physical, biological science, or medical technology from 
    an accredited institution. 
  • Master's degree preferred in science, business administration, or healthcare administration.

Licenses/Certification:

  • Current license issued by the State in which the laboratory is located, if such licensing is required. 
  • Certification as a Medical Technologist or Medical Laboratory Scientist by a nationally recognized agency/board as required by State.

Experience: 

  • Requires 5 years clinical laboratory management or director experience in high complexity testing.
